Among others, the agreement is open to the Flemish Parliament and its related institutions, the Flemish government and its cabinets, the administrations of the Flemish Government and the provincial governments. Local governments, school boards , universities and colleges and strategic research centers, fire departments, hospitals and police zones can also participate in the framework agreement.
